I've called Walgreens or CVS and generally been able to reach someone without more than a half hour wait. Has there been any testing done on whether a consumer would pay $25-50 to reach someone immediately? And how would the business model guarantee that someone would answer on that first call? Would there need to be a large number of pharmacists "on call" and would that be paid time? Can a pharmacist consult across state lines? Or even across international borders?
